Sean Mooney

Sean Mooney is the Director of Digital Service and Open Government at the City of San Rafael, California. As Director of Digital Service and Open Government, Sean oversees the technology needs of the City, process improvement, and performance measurement programs to continuously improve service delivery, civic engagement, and civic technology.

Sean developed the City of San Rafael’s public information strategy in the response to COVID-19 and managed major technology projects including the construction of San Rafael’s public safety facilities. Sean has worked in the public sector and public education for the last 25 years in California and New York City with roles in community engagement, web development, libraries, and teaching. He holds a Bachelor’s Degree in History from University of California Berkeley and a Master of Science in Education from Fordham University.
